Layertech Labs, in partnership with the Department of Trade and Industry Albay (DTI-Albay) and Southern Luzon Technological College Foundation Inc. (SLTCFI), with funding from International Republican Institute (IRI)’s CivicTech program, launched the first OCDex Public Data Science and Analytics Multi-Stakeholder Conference.
Undersecretary for the Department of Information and Communications Technology, Atty. Jocelle-Batapa Sigue, gave the keynote address, stressing the importance of leveraging ICT and Data Analysis in solving community problems and nation-building. Albay governor Gov. Noel E. Rosal also encouraged the researchers, along with Legazpi City Administrator Carlos Ante (Representing Legazpi Mayor Carmen Geraldine Rosal) who welcomed the delegates in the host city.
The conference focused on actual, scalable data science, analytics, and visualization use cases, and how they can be directly communicated to various stakeholders in the community. The conference focused on building linkages and networks, toward the actual application of the presented studies.
Four teams from Don Honorio Ventura State University, University of the East, Bicol University, Mindanao State University-Iligan Institute of Technology, and Women in Technology Tarlac, shared their use-cases of how public data can be used to solve community problems.

MSMEs are the biggest drivers of the economy and have recently been undergoing rapid digitalization because of the Covid-19 pandemic’s mobility limitations. The DTI-Albay team has given first-hand input on how MSMEs can use ICT and data analysis for informed business decision-making and ensuring business continuity amid challenges. The MSMEs also displayed their products and donated some through a raffle.
