Layertech Labs and Pampanga State University Sign Partnership to Advance Research, Digital Innovation, and Public Data Analytics

Pampanga, Philippines — Layertech Labs has officially entered into a strategic partnership with Pampanga State University (PSU) through the signing of a Memorandum of Understanding (MOU) aimed at strengthening collaboration in research, development, and extension programs focused on emerging technologies and public data analytics.

The partnership reflects a shared commitment to fostering innovation by connecting academia, industry, and communities. Through this collaboration, Layertech Labs and Pampanga State University will work together to develop initiatives that promote digital transformation, evidence-based policymaking, and inclusive technological advancement.

Layertech Labs and CyberGuardians PH representatives paid a courtesy visit to Dr. Enrique G. Baking, President of Pampanga State University, following the signing of the Memorandum of Understanding, reaffirming a shared commitment to research, innovation, and community development through technology.

Representing the partner institutions during the MOU signing were Vice President Ranie B. Canlas, DIT Vice President for Research, Innovation, Training and Extension Executive, on behalf of Pampanga State University; Frei Sangil, Data Scientist and Technology Director, representing Layertech Labs; and Roberto Paolo Sangil, Executive Director, representing CyberGuardians PH (CGPH).

The signing formally establishes the organizations’ commitment to collaborate on research, innovation, and extension programs that address emerging technological opportunities and societal challenges.

Advancing Research and Community Development

As part of the newly established partnership, the institutions will launch several collaborative initiatives in the coming months.

One of the first programs is Harnessing the Power of the Digital Economy, a capacity-building initiative designed to equip micro, small, and medium enterprises (MSMEs) with practical digital knowledge and skills. The program aims to help entrepreneurs adapt to the rapidly evolving digital landscape, improve business competitiveness, and unlock new economic opportunities through technology.

The partnership will also support a collaborative research project examining the Mental Health Effects of AI on Youth. This initiative will be conducted in partnership with CyberGuardians PH (CGPH) and seeks to generate evidence that contributes to the responsible development and adoption of artificial intelligence while promoting the well-being of young people. The research is expected to provide valuable insights for educators, policymakers, technology developers, and other stakeholders navigating the growing influence of AI in society.

The Memorandum of Understanding signing was witnessed by the Executive Director of CyberGuardians PH (CGPH) Inc., underscoring the organization’s commitment to supporting collaborative research, innovation, and initiatives that create positive public impact.
