Layertech Labs Receive Recognition from the Philippine National Police RO5 for CloudCT Project’s Community Engagement Survey and Analysis

Layertech Labs received recognition and an award for its service on March 2, 2026, from the Philippine National Police RO5 (PNPRO5) during the flag-raising ceremony held at Camp Simeon Ola in Legazpi City. The award was conferred in appreciation of Layertech’s service and partnership in delivering feedback collection, data science, and analytics services under the CloudCT Project.

The recognition highlights the collaborative work between Layertech and the PNP in strengthening structured feedback mechanisms and transforming collected data into actionable insights. Through CloudCT, Layertech implemented systematic survey tools, applied rigorous data validation and processing standards, and generated analytics reports designed to support evidence-based decision-making.

CloudCT: Advancing Data-Driven Public Service

The CloudCT Project advocates for the use of Information Communications Technologies (ICT) to promote citizen participation and data-driven government decision-making. Through collaborating with various universities and civil society organizations, the CloudCT project supports government agencies in harnessing the power of citizen feedback to inform their decision-making and monitor their service delivery. By combining sound research methodology with applied data science, Layertech ensures that survey responses are accurately processed and analyzed to produce meaningful insights that can inform operational improvements and strategic planning.

The award reflects the increasing value of digital transformation initiatives in enhancing accountability and performance in public service.

Academic Partnership for Transparency and Integrity

Layertech extends its sincere appreciation to Bicol University, represented by Engr. John Raymond Barajas, who served as the Civil Society Organization (CSO) partner for the project. The university’s role has been instrumental in helping ensure transparency, methodological rigor, and accuracy in survey collection and data processing.

This partnership demonstrates how collaboration between technology providers, public institutions, and academic organizations can strengthen trust and credibility in data-driven initiatives.

The recognition was received by Layertech President and Data Scientist Frei Sangil, together with Rema Magalona, and Engr. JR Barajas of Bicol University, representing the shared commitment to responsible data practice and meaningful public sector impact.
