Bacolod City, October 22, 2025 β Layertech Software Labs, Inc. and the Provincial Government of Negros Occidental, through the Negros Occidental Language and Information Technology Center (NOLITC) have officially joined hands to advance digital skills development in the province through a series of transformative training programs and partnerships.

The collaboration was formalized through a Memorandum of Agreement (MOA) signed on October 20, 2025, at the Negros Occidental Provincial Capitol in Bacolod City, led by Governor Eugenio Jose βBongβ Lacson, Layertech CEO and Data Scientist Frei Sangil, and NOLITC Administrator, Dr. Ma. Christina Orbecido, and Provincial Legal Officer Atty. Alberto Nellas II.

Through this partnership, NOLITC will deliver several forward-looking courses developed in collaboration with Layertech and other partners, including:
πΉ Harnessing the Power of the Digital Economy β a course co-developed with the Center for International Private Enterprise (CIPE) to help MSMEs embrace digital transformation.
πΉ Public Data Analytics Course β designed for Local Government Units (LGUs) and Civil Society Organizations (CSOs) to strengthen evidence-based governance.
πΉ Learn2Code: Coding out of Poverty Courses β practical and inclusive training programs covering Coding Fundamentals, Python, Electronics Exploration, and Artificial Intelligence Exploration.
The day following the MOA signing, on October 21, 2025, Layertech conducted a Training of Facilitators for NOLITC trainers at the NOLITC campus in Talisay City, Negros Occidental. The session equipped local trainers with skills and methodologies to effectively deliver these courses, ensuring interactive, relevant, and inclusive learning experiences for participants.

This collaboration underscores a shared mission between Layertech and NOLITC to empower communities, upskill local talent, and build a future-ready workforce that can thrive in the digital economy. The programs are especially designed to be inclusive and accessible, with a strong focus on reaching marginalized groups and promoting sustainable, data-driven growth across the province.
