Wuhan, China | December 5–7, 2025 — Bicol University, in partnership with Layertech Labs, presented a joint research paper entitled “Integrating Citizen Feedback Analytics in Smart City Planning: A Case Study on the City of Muntinlupa, Philippines” at the International Conference on Agentic AI, held in Wuhan, China from December 5 to 7, 2025.
The paper explores an innovative approach to smart city development by integrating citizen feedback analytics into urban planning and governance. Using Muntinlupa City as a case study, the research demonstrates how data derived from citizen feedback can be feasibly integrated into a Local Government’s standard decision support systems, through automation and machine learning. The paper demonstrated how Natural Language Processing (NLP) helps extract key insights from large amounts of text-based feedback data, supporting evidence-based policymaking, improving public service delivery, and strengthening participatory governance.
