The Harnessing the Power of the Digital Economy \u2013 Digital Resources and Innovation for Vibrant Enterprises (HPDE-DRIVE)<\/strong> is moving into its next phase in the Philippines: building a nationwide network of mentors who can help micro, small, and medium enterprises (MSMEs) make practical use of digital technologies, tools, and resources.<\/p>

HPDE-DRIVE mentors from North Luzon, South Luzon, Visayas, and Mindanao<\/strong> during the Training of Mentors in Baguio City, Taguig City, Ilo Ilo City, and Digos City, as part of the program’s nationwide rollout to strengthen digital support for Philippine MSMEs<\/em><\/sub><\/p>

The latest phase of the program brought the HPDE-DRIVE Training of Mentors, chamber presidents and experts to four areas across the Philippines<\/strong>\u2014Baguio City for North Luzon, Taguig City for South Luzon, Iloilo City for the Visayas, and Digos City for Mindanao<\/strong>.<\/p>

Rather than concentrating the training in a single location, the HPDE-DRIVE team traveled across the country to conduct face-to-face mentor trainings and regional strategy meetings<\/strong>, working directly with PCCI chamber leaders and representatives while also discussing how the program can be sustained and strengthened moving forward.<\/p>

From Evidence to Action<\/h3>

<\/p>

The nationwide rollout is grounded in a Training Needs Assessment (TNA)<\/strong> conducted before the development of the HPDE-DRIVE training approach.<\/p>

The TNA engaged representatives from 75 chambers of commerce<\/strong>, providing a broad view of the digital needs, challenges, and priorities of businesses across different regions of the Philippines. The findings became an important foundation for the design of the HPDE-DRIVE program, ensuring that the initiative responds to actual needs identified by the business community rather than relying solely on assumptions about what MSMEs require.<\/p>

This makes HPDE-DRIVE a data-driven and evidence-based program<\/strong>\u2014from needs assessment, to program design, to mentor preparation, and ultimately to MSME implementation.<\/p>

The approach also recognizes that digital transformation does not look the same for every business. MSMEs operate in different sectors, communities, and levels of digital maturity. Mentors therefore play an important role in helping businesses identify relevant tools, understand practical applications, and connect digital learning with their own business contexts.<\/p>

Training the Mentors<\/h3>

<\/p>

The Training of Mentors was led by Frei Sangil of Layertech Labs<\/strong>, with Alli Rebosa of the Center for International Private Enterprise (CIPE)<\/strong> serving as co-facilitator.<\/p>

The sessions brought together PCCI chamber presidents and expert representatives<\/strong> who will serve as mentors within their respective business communities.<\/p>

Participants were introduced to the HPDE course, its digital learning resources, and the newly developed HPDE AI Module<\/strong>. The training also focused on the role of mentors in supporting learners, facilitating engagement, providing context-specific examples, and helping MSMEs translate digital knowledge into practical business applications.<\/p>

The goal is not simply to train participants on digital tools. It is to develop a network of people who can guide MSMEs through relevant digital learning and help them connect that learning to real business needs<\/strong>.<\/p>

A Four-Region Approach<\/h3>

<\/p>

The four training locations provided an opportunity to bring the program directly to PCCI’s regional and local chamber network.<\/p>

In Baguio City<\/strong>, the team worked with chambers and representatives from North Luzon.<\/p>

In Taguig City<\/strong>, the South Luzon training brought together chamber presidents and expert representatives who will help extend HPDE-DRIVE to businesses in their respective areas.<\/p>

The program then continued in Iloilo City for the Visayas<\/strong> and Digos City for Mindanao<\/strong>, expanding the mentor network beyond Luzon and creating opportunities to consider the different contexts and experiences of businesses across the country.<\/p>

The regional sessions were complemented by meetings focused on strategy and sustainability<\/strong>. These discussions are important to ensuring that HPDE-DRIVE can continue beyond the initial training activities and become a practical, sustained resource for PCCI chambers and the MSMEs they serve.<\/p>

The Next Step: Bringing HPDE-DRIVE to MSMEs<\/h3>

<\/p>

With the mentor trainings completed across the four areas, the program is now moving toward its next major phase: the rollout of HPDE-DRIVE to MSMEs through the newly trained PCCI mentors<\/strong>.<\/p>

These mentors will help MSMEs navigate the HPDE learning resources, complete relevant activities and outputs, and identify digital tools and approaches that are appropriate to their specific business contexts.<\/p>

The rollout will also be actively monitored and documented<\/strong>.<\/p>

The experiences of mentors and MSMEs\u2014including what works, what challenges emerge, and what approaches are most useful in different contexts\u2014will become part of the program’s key resources. This creates an important feedback loop: implementation experience will not simply be recorded for reporting purposes, but will help inform the continuing development of the program.<\/p>

In this way, HPDE-DRIVE is designed as a program that can learn from its own implementation<\/strong>.<\/p>

Building a Sustainable Digital Support Network<\/h3>

<\/p>

The HPDE-DRIVE rollout represents more than a series of training events. It is an effort to establish a sustainable network through which Philippine MSMEs can access relevant digital knowledge, practical tools, mentorship, and resources closer to where they operate.<\/p>

By combining a nationwide Training Needs Assessment, evidence-based program design, regional mentor training, ongoing monitoring, and documentation of implementation experience, HPDE-DRIVE is building a model that can continue to evolve alongside the needs of Philippine businesses.<\/p>

The program is hosted by the Center for International Private Enterprise (CIPE), Philippine Chamber of Commerce and Industry (PCCI), and Layertech Software Labs<\/strong>, in collaboration with PCCI’s local chamber partners.<\/p>

With chamber leaders and experts now being prepared to serve as mentors, the next chapter of HPDE-DRIVE is about bringing these resources directly to the businesses that need them\u2014and learning from that experience to strengthen the program for the future.<\/p>
