Bacolod City, October 22, 2025<\/em> \u2014 Layertech Software Labs, Inc. and the Provincial Government of Negros Occidental, through the Negros Occidental Language and Information Technology Center (NOLITC) have officially joined hands to advance digital skills development in the province through a series of transformative training programs and partnerships.<\/p>

The collaboration was formalized through a Memorandum of Agreement (MOA)<\/strong> signed on October 20, 2025<\/strong>, at the Negros Occidental Provincial Capitol in Bacolod City<\/strong>, led by Governor Eugenio Jose \u201cBong\u201d Lacson<\/strong>, Layertech CEO and Data Scientist Frei Sangil<\/strong>, and NOLITC Administrator, Dr. Ma. Christina Orbecido<\/strong>, and Provincial Legal Officer Atty. Alberto Nellas I<\/strong>I. <\/p>

Through this partnership, NOLITC will deliver several forward-looking courses developed in collaboration with Layertech and other partners, including:
\ud83d\udd39 Harnessing the Power of the Digital Economy<\/em> \u2013 a course co-developed with the Center for International Private Enterprise (CIPE) to help MSMEs embrace digital transformation.
\ud83d\udd39 Public Data Analytics Course<\/em> \u2013 designed for Local Government Units (LGUs) and Civil Society Organizations (CSOs) to strengthen evidence-based governance.
\ud83d\udd39 Learn2Code: Coding out of Poverty<\/em> Courses \u2013 practical and inclusive training programs covering Coding Fundamentals, Python, Electronics Exploration,<\/strong> and Artificial Intelligence Exploration.<\/strong><\/p>

The day following the MOA signing, on October 21, 2025<\/strong>, Layertech conducted a Training of Facilitators<\/strong> for NOLITC trainers at the NOLITC campus in Talisay City, Negros Occidental.<\/strong> The session equipped local trainers with skills and methodologies to effectively deliver these courses, ensuring interactive, relevant, and inclusive learning experiences for participants.<\/p>
